December 15, 2025:
DPS approved the demolition permit (#1143839) to remove the pergola submitted by Managed Homes.

December 8, 2025:
Based on community input, the Village Council voted to remove the pergola in the park and replace it with a planting area (Option #3) for $10,000 to $15,000, pending a safety review by project manager Jim Wilson. There was a concern raised at the Council meeting as to whether a fence should be installed surrounding the additional plantings.

November 10, 2025:
Project Manager James Wilson provided updates at the Village Council Meeting:
Clark Azar is currently preparing colored renderings of two options for plantings, should the pergola be removed and the area filled in to match the level of the adjacent patio. The third option is to keep the pergola where it is and continue with the building permitting process with DPS. Once the renderings are provided, the three options will be posted on the Village website and distributed via social media and a community alert to obtain public input in advance of the December 8th Council meeting.
October 14, 2025:
Project Manager James Wilson provided updates at the Village Council Meeting:
Since the Forest Conservation Exemption application was approved by the Montgomery County Park and Planning Department, Clark Azar, the civil engineering firm, will now move on to the Erosion and Sediment Control permit required by the County Department of Permitting Services (DPS) as soon as possible.
Also, Mr. Wilson confirmed that Meyer Consulting Engineers has prepared the revised structural drawing for the footings of the pergola column and has provided a signed and sealed copy of the drawing to be submitted to DPS.
Lastly, he added that since the pergola structure currently lacks the footings as required by DPS, the Village has two options: 1) Completely remove the pergola so it is no longer an issue; or 2) Install footers by temporarily removing the pergola. Mr. Wilson will confirm costs for both options, but he anticipates the latter one will be significantly more expensive. Once this information is provided, the Council will then decide which option to pursue.
October 9, 2025:
Montgomery County Planning Department approved the Forest Conservation Exemption.
September 8, 2025:
Project Manager James Wilson provided updates at the Village Council Meeting:
The Forest Conservation Exemption application is still pending with the County Planning Department. The ADA and Stormwater Management plans cannot be approved until the Forest Conservation Exemption is granted.
Following the recommendation from James Wilson, the Council approved a proposal from Meyer Consulting Engineers to provide structural foundation details and to perform the required third-party inspections for the building permit related to the pergola. Meyer Consulting Engineers needs to get calculations from the manufacturer of the pergola and can then submit the drawings to the County.
August 11, 2025:
Plans modified to reflect approved modifications recommended by Project Manager James Wilson: 1) Raise the mulch in the playground area to meet the elevation of the patio area and therefore remove the need for an accessible ramp; 2) Change the accessible ramp to the pergola to be a decking material instead of concrete so that the adjacent tree roots would sustain less damage during construction.

July 25, 2025:
GreenSweep extended the Village building permit with DPS. The extension is valid up until February 20, 2026.

July 24, 2025:
Through a special meeting, the Village Council approved the modifications made to the Page Park stormwater plan that were reviewed and approved at a recent Parks and Grounds Committee meeting.
July 14, 2025:
James Wilson Construction Services and Solutions presented updates to the Council at its meeting held on July 14th.

June 23, 2025:
The Village retained James Wilson Construction Services and Solutions to take over the coordination of all remaining activities related to Page Park.
June 17, 2025:
Clark Azar filed the Stormwater Management Plan (SWMP) with DPS on June 17, with the “application date” listed as June 11. It is a separate filing that has been assigned a new permit number, 300715. To check on the status of the permit, visit the DPS website, select “Stormwater Concept” under Application Type, and enter the permit number.

May 30, 2025:
The Village’s Parks and Grounds Committee virtually met with DPS to discuss the status and ways forward concerning the following items remaining for the Page Park Project: Stormwater Management, ADA work, and Third-Party Inspections.
May 20, 2025:
After consulting with the Village Council, Clark Azar updated the Page Park Concept Plan. The Plan will be submitted to DPS as part of their overall document package.

March 14, 2025:
MTI Engineering was hired to perform third-party inspections concerning pergola footers, anchor bolts, and concrete slabs.
March – April 2025:
Clark Azar assumed responsibility for remedying Page Park’s ADA deficiencies that were noted in the architect’s report.
February 14, 2025:
The Village architect, Adam Greene, issued an ADA code report noting multiple ADA compliance deficiencies with Page Park.

September 4, 2024:
After DPS issued its building permit, the Village Manager and GreenSweep met with a DPS inspector to conduct a pre-construction meeting at Page Park.

August 20, 2024:
The Montgomery County Department of Permitting Services (DPS) issued its building permit for Page Park (#1047420). Please be advised the Village is currently waiting for confirmation from DPS on the next steps.
Therefore, Page Park will remain closed until further instructions are provided by DPS.

Background
General Info:
Page Park, located at 4621 N. Park Avenue, is one of three parks in the Village of Friendship Heights, Maryland. The small lot between 4615 North Park Apartments and Willard Towers (formerly The Irene) used to be the site of two houses. In 1980, the Village purchased the land, in partnership with Montgomery County, for what is now a park. The park was first named for Cleo Tavani, the Village resident who had played a key role in its acquisition. The current name recognizes William Tyler Page, a member of the Village Council when the Village was established in 1914 and author of The Americans’ Creed.
Page Park was upgraded in 2018. Improvements included an irrigation system, refurbished walkways, and new trees and plants. The pathway leading from the park to the woods and across the creek provides a convenient route to the Town of Somerset. The park is now undergoing a more extensive renovation and is closed for public use at this time.

Origins of the Page Park Renovation:
In November 2021, the Council approved a project to renovate Page Park, beginning with a Village-sponsored design competition among professional landscapers for the park renovation which included a requirement that designs “meet the legal requirements for accessibility to people with limited mobility.”

Three firms responded to the competition: GreenSweep, LLC; Pineapple Landscaping, LLC; and Tenleytown Lawn & Landscape. At the March 14, 2022 Council Meeting, the Parks and Grounds Committee agreed to “work with GreenSweep to modify the design and prepare a contract in consultation with the Village’s legal counsel.

Project Timeline
2024
September 4 – A pre-construction meeting was held with the Montgomery County Department of Permitting Services.
August 21 – Montgomery County Department of Permitting Services issued a pre-construction permit.
2023
October 24 – GreenSweep submitted its permit application to the Montgomery County Department of Permitting Services (No. 1047420).
June 26 – Montgomery County Department of Permitting Services issued a stop work order because no permits had been approved for the site. Therefore, the park was closed because permits that allowed for the start of construction had not been issued.
2022
August 1 – GreenSweep began construction of the plan approved by the Council without pre-construction permits from Montgomery County.
April 11 Council meeting – the Council approved the modified design plan for Page Park and asked GreenSweep to prepare a final cost estimate for the project.
March 14 Council meeting – Presentations from the Page Park Design Competition were offered by representatives of GreenSweep, LLC; Pineapple Landscaping, LLC; and Tenleytown Lawn & Landscape. The Council selected the design presented by GreenSweep, LLC, subject to modifications.
2021
November 8 – The Council approved the Parks and Grounds Committee’s proposal to conduct a design competition.

2018
The Village improved the site, with a new path, new trees and shrubs, and an irrigation system. The park was renamed William Tyler Page Park after a member of the first Village Council in 1914.
2014-2015
The Village considered various plans for a children’s play area to be included in the park. Community opposition derailed these plans.
1980
The Village of Friendship Heights, in partnership with Montgomery County, purchased the sites of two single-family homes between Willard Towers and 4615 N. Park. The park built on this site was originally named Cleo Tavani Park, in honor of a Village resident who assisted in the acquisition of land for the park.
